Modern state lotteries began in New Hampshire in 1964 and now operate in 37 states and the District of Columbia. Almost all states have extensive marketing programs and a variety of games, including scratch-off tickets, daily games and the \u201cpowerball\u201d drawing of balls numbered 1 to 50 (some games use fewer or more than 50). Most states delegate the responsibility for running the lottery to a special division of their gaming commission, which will select and license retailers, train employees of those retailers to sell and redeem lottery tickets, distribute promotional materials and promote the sale of lottery tickets.<\/p>\n
Because lotteries are largely run as businesses with a focus on maximizing revenues, their advertising necessarily focuses on persuading target groups to spend money on them.
